I had stupid high NOx. Went back to stock cats, 10 degrees timing, fresh gas, etc. Still crazy numbers. Messed with EGR all the other stuff you'll find mentioned. Did yet another boost leak check and found the coupler on the RH turbo outlet was sucking air. Got those 2 clamps tightened and passed.
Only have to do emissions 1 last time for my '95 in Texas... then never again.
